MY PORCUPINE PUFFER OF ONE WEEK SUDDENLY THIS AM HAS A PURPLE BLACK LINE(OF CIRCULATION LOSS/) ON ONE SIDE OF BODY BELOW SIDE FIN AND THE IT TURNS WHITE WITH LOSS OF ALL PIGMENT BELOW. HELP?

What is the puffer eating:

How is the puffer breathing:

How is the puffer swimming:

What are the puffer's tank mates:

Can you please post a picture so we can better see/understand what is going on and help determine a diagnosis and plan of care?

Have you noticed this coloration before at any time in the morning or at lights on? I ask because most fish when they are in sleep mode lighten their coloration considerably, and with puffers, it can be a very drastic difference.

They will also do so when under stress either from environmental factors such as poor water conditions, territorial disputes, fear and of course illnesses.

Is this fish in a quarantine tank? If not, what other fish are in the tank with it? if any.

Are any other fish showing any signs of problems? I ask because puffers under stress can drop their mucus coating which may cause a toxin problem with other fish as well as with itself.

Is the fish still acting normal? eating properly? swimming properly?

I HAVE A FOXFACE AND A BLUE EYED TANG. ALL ARE HEALTHY, ALL TESTING IS GREAT PARAMETERS. THIS IS TOTALLY A NEW THING. WHEN I FED THE FISH THIS AM I SAW IT. IT IS AS IFF HIS SKIN HAS SUDDENLY TURNED WHITE AND PURPLE, LIKE DYING. COULD THE FOXFACE HAVE STUNG HIM IN DEFENSE AND CAUSED THIS ECCHYMOSIS

How long have you had the puffer & how big is the puffer?

It is possible that he got stung.  I would lean more to an internal bacterial infection.

What is your pH and ammonia?

What size tank do you have these fish in together?

Pictures should would help.

I would place the puffer in a hospital tank and start an antibiotic asap - maracyn-2, nitrofurazone or kanamycin as this is sudden and could be a rapidly progressing problem.
