Do you have a 20,000 or 30,000 gallon tank? Would love to see some pictures, or are you just asking a general question about what may go on at public aquariums where they may have a system this large?
Most of the articles and recommendation given on MD's educational section and on the forums is geared towards hobbyists and not towards public aquariums. A water change in a smaller volume of tank water (say under 500 gallons) is generally going to be different than one if a public aquarium. A lot of how much and how often will depend on stocking level and the type of aquarium. Fish only system in general can go longer between water changes than a system with more delicate organisms (like a reef tank for example).

OK...that is Joe's tank, a very nice one indeed. I would suggest speaking to a public aquarium to see what they do as far as mainteance/water changes. Again we are geared more towards hobbyists and not public aquarium maintenance. I know those aquariums have HUGE skimmers to help with keeping them clean, but what they do for water changes I honestly am not sure.
